Sorry, I could not reproduce the failure with this defconfig, enither on
2020.02, nor on master:

    BR2_arm=y
    BR2_cortex_a7=y
    BR2_TOOLCHAIN_EXTERNAL=y
    BR2_INIT_SYSTEMD=y

This is during a make from scratch:

As you can see, neither the first nor the the second invocation cause any
issue.
